Did iPadOS 15 Fix the M1 iPad Pro RAM & Thunderbolt Port?

Did iPadOS 15 fix the M1 iPad Pro? When it comes to the RAM and the thunderbolt 3 port on the M1 iPad Pro, we're not able to fully utilize the RAM with the available apps and the Thunderbolt 3 performance is not working at advertised speeds.

Apple's WWDC seemed to be disappointing when it came to the updates to the M1 iPad Pro and iPadOS 15, but I went back and retested a 4K video timeline and look at the RAM utilization as well as the transfer speeds of the Thunderbolt 3 port. I did end up finding something I wasn't expecting.
